Ambassador Carolina Barco is an Executive Director at Basilinna. She has had a distinguished career in the Government of Colombia as well as in the private sector. Carolina served as Colombia’s Foreign Minister from 2002 to 2006. She was Colombia’s Ambassador to the United States from 2006 to 2010 and Ambassador to the Kingdom of Spain from 2019 to 2020. In addition to her dedicated career in public service, Carolina has been recognized as a leading expert at the forefront of urban development and sustainability in Latin America, serving as an advisor to the Inter-American Development Bank (IDB) to help support the region’s green development.
