The Two Congresses

Amid ongoing U.S.-China tensions, both governments are entering new political cycles with fresh leadership in key positions. These leaders will shape the U.S.-China relationship and policy priorities for years to come, carrying significant implications for businesses. 

In China, the annual meetings of the country’s legislative bodies, known as the Two Sessions (the National People’s Congress and the Chinese People’s Political Consultative Conference), concluded on March 13, 2023. These sessions confirmed key leadership appointments, outlined government restructuring plans, and set economic and social policy goals for the year, including targets for GDP growth, budget deficits, and consumption support. 

In the U.S., the 118th Congress began in January, establishing a new “House Select Committee on China,” which held its first hearing in late February. Early hearings across key committees have been dominated by China-related priorities. 

Leadership and policy changes in both countries will impact businesses and are critical to monitor as companies navigate the evolving geopolitical landscape and their roles in both markets.
