about

John Mulligan is an Executive Director at Basilinna. He is also the CEO of Xontec.io, where he works with clients to deliver strategies for next-generation tools, technology, and networks, with a focus on meeting the changing regulations to advance and enhance productivity. In his role as CTO of the Lam Institute, John lectured on artificial intelligence and conducted active research on AI in audio analysis. Prior to his role at the Lam Institute, John spent 38 years at AT&T, where he held numerous leadership positions. As CTO of AT&T Online Services, he led a team that pioneered industry firsts in large-scale IP networking, VoIP services, and multilateral settlements, earning several patents. As Executive Director of Global Engineering, he negotiated service contracts, supported international telecommunications licensing, and managed compliance reporting in regulatory environments. John also has 30 years of extensive experience in international data center planning, selection, and build. He has led, managed, and collaborated with cross functional teams on the global construction of commercial data centers to ensure best practices, adherence to budget, timeline, compliance, risk assessment, and quality standards. He has overseen equipment procurement, shipping, and import and export to data centers across over 60 countries and 6 continents. His extensive experience in international country and market entry, product management, and capital finance blends well with his technical experience. Known for his ability to address complex technical concepts and present strategic needs to diverse stakeholders, he is a frequent speaker at industry forums—such as IEEE, APEC, and APRICOT—where he shares his expertise in areas including OS design, networking, IoT, blockchain, cybersecurity, geofencing, AI, zero-knowledge proofs, and cross-cultural organizational dynamics.
